Current status[edit]

The Satellite Encyclopedia claims that PAS-22 was out of service as of July 2002 ("moved to the junk orbit"). I haven't found anything to corroborate that, however (apart from an FCC statement that the 60°W orbital slot was prioritised for other uses).

Heavens-Above shows an orbit (with a reasonably current epoch) with a mean motion of 1.00277546 rev/day. Assuming that's inertial (I haven't found a definitive statement on that for the TLE format) and for a perfectly geostationary body would correspond to 1/sidereal day (1.0027495 rev/day), it doesn't look too far off (compare an operational sat such as Asiasat 3S: 1.00268389 rev/day). But I don't know for sure what would constitute a "junk orbit".
