Alternating Primary Residence?[edit]

It just occured to me that if one person was given Sole Custody (other than because the other parent was rotten) or both given Joint Physical Custody, why does this have to stay that way until 18 or 19 years old? Why couldn't the courts alternate the years for Primary Residence? Especially in the case of those with nearly 50% custody, changing primary residence would hardly impact anything unless they are older kids and you live outside the school district.
