Requesting for an unblock, different user[edit]

This user's unblock request has been reviewed by an administrator, who declined the request. Other administrators may also review this block, but should not override the decision without good reason (see the blocking policy).

I am requesting for an unblock, the reason is this is a different user and this user does not edit but logs in but does not edit. The same IP address could separate one of the users that could be unblocked but this user cannot edit because one edit on this user page and I will lose my chance of be unblocked. I will not write here, I am like under surveillance, I could be blocked if I edit once here. I am not sure that this userpage will be unblocked, it could, it could be not.
