It doesn't end at ILL 75[edit]

I've driven it and it actually ends (or begins) at the exit south of the Illinois Route 75 exit. The 2007 Rand McNally Road Atlas has the green tollway portion of I-90 to that exit and then it's blue to ILL 75 and into Wisconsin. So technically, the one end is whatever that road is.
