Juries vote swapping[edit]

I have amended this section to make it clear it was an allegation and not officially proven. Also I deleted the line about 2002 being the last year of juries. They have been used on numerous occasions since when a national televote has failed or insufficient televotes have been received, often the case with smaller countries such as Monaco, Andorra, Albania and San Marino. this article needs more information on the design[edit]
