Your question requires close analysis and study of the local economy to brought many Hispanics into the city of Williams and Colusa County has a large Hispanic minority. Agricultural labor is heavily present in the Sacramento valley and Williams is a choice of residence for migrant laborers (most of them are Hispanic), and service jobs as the article mentioned to have many fast food restaurants and motels along Interstate 5 to employed many locals, the majority of those employees are immigrants from Mexico and Central America. Some towns along former US route 99 have became mostly Latino in the last 20-30 years but the area's railroads once employed Mexican rail workers known as 'traqueros' in the turn of the century (1880-1920), those railroad towns are populated by generations of Mexican-Americans at the first place.
