This is from the Silpakorn University page on Silpa:

In 1937 the school changed its name to , ‘Silpakorn School of Fine Arts’. In 1942, the Fine Arts Department was transferred from the Ministry of Education to the Prime Minister’s Office. Field Marshal P.Pibulsongkram, then PrimeMinister, recognized the importance of art as a crucial branch of national culture. He thus orderd the Fine Arts Department Director General, Phraya Anumanrajadhon, to review the school’s syllabus, and by royal statute transformed it into ‘Silpalorn University’ on the 5 October 1943.
