A Scanner Darkly

I am in something of a discpute with users User:Viriditas and User:Jayjg over the use of the terms 'drug use' and 'drug abuse'. I maintain that 'drug use' is a statement of fact that someone used a drug, and that 'drug abuse' is the opinion of someone that that use was 'abusive' (whatever they define that to be).
