That doesn't mean all pictures he uploads are licensed with cc-by-sa. If you've been using this logic for all your image tags, I'm afraid I'll have to revert them all, and if you continue to add misleading tags, you may end up blocked. From the copyright info page on [1], the source for Image:Heemskerck Construction of St Peter.jpg, which you labeled public domain: "The Web Gallery of Art is copyrighted as a database. Images and documents downloaded from this database can only be used for educational and personal purposes. Distribution of the images in any form is prohibited without the authorization of their legal owner." While Wikipedia is educational, it is not personal and it distributes the images freely. This is essentially a non-commerial-use-only image; it's certainly not PD and probably not appropriate for Wikipedia at all. Do not add unresearched tags.
