I translated this. I have no particular expertise on the subject, so I can't vouch for the accuracy of the information. I may also have been confused about certain details. Review by an expert would be welcome.

I am particularly confused by a few matters related to the legislature. The plurinominal / proportional representation system is undescribed. The chart shows independents in plurinominal seat, which makes no sense to me. Also, the numbers in the chart disagree with the numbers in the text. -- Jmabel 00:51, Oct 1, 2004 (UTC)

Jmabel. I am not an expert, neither a proficient english speaker, but i will try to explain some things. Transtlation: "por ingresar a un cuerpo del ejército federal residente en el estado" would be better translated as "for enlist itself into an army federal corps in the state". All people in the federal army are subject to federal law, and most specific to army law.

I agree that mine was not a literal translation of the Spanish-language article, but I believe the latter is misleading. Are you telling me that if a Nuevo Leonese joins the army today and is stationed in Nuevo Leon he loses his state citizenship? Given the context of the times in which this Constitution was written, I'm moderately confident of my interpretation. Perhaps my confidence is misplaced: do you have a source on this?

Agradezco que el mío no era traducción literal del artículo español, pero creo que el artículo español extravia. ¿Me dice Vd. que hoy día, si un nuevo leonés ingresa en el ejército federal, pierde su ciudadaña nuevo leonesa? Dado el contexto de la época en cual era escrito esta constitución, mantengo una cantidad moderada de confianza en el mío interpretación. The Article 38, Section IV says: "por pertenecer al Ejército Federal con mando de fuerza en el Estado". It means that your citizenship will be suspended if you are (or become) an Army officer in charge of federal troops entering or stationed inside the state borders. Ruiz 04:22, 15 Oct 2004 (UTC)

Proportional representation: There are 26 districts, so, there are 26 directly elected deputies by simple majoria. The 16 proportional deputies take 3 criterias and apply some rules to be asigned, so, there is not a direct percentage of votes. I am confused too.

Independants. It is possible for some party win a directly elected deputy, but not complete requeriments for being an official party, also, it is possible for a directly or proportional elected deputy to " get divorced " from their party, so, could be "independents" in directly or proportional deputies.

Text vs chart. And, yes. There are some errors in numbers, that is because original spanish text updated chart, but not text. At this moment i can't confirm exactly amounts between directly and proportional deputies.

The independents got their seat by proportional representation of a 4-party alliance that got dissolved. Short after the elections one broke up with her former party and became independent, another became a green (PVEM). I adjusted the numbers in both the table and the body of the article.
